Glasgow town Attorney

Glasgow is seeking a Town Attorney. The candidate, under the direction of the Mayor, is the Town Attorney, who is the legal adviser and attorney for all officials, officers, and departments of the Town and represents the Town in litigation. Work involves drafting and reviewing ordinances, resolutions, policies and procedures, and contracts prior to consideration by the Board Council Members to ensure compliance with state, federal, and local laws. 


Emphasis is placed on municipal law, civil code enforcement, land use, zoning, labor relations, and legislative interpretation. Duties include coordinating with outside counsel regarding litigation on behalf of the Town, researching/preparing oral and written legal opinions for the Mayor and Council Members, City Clerk, Department Heads, staff, committees, commissions, and boards, and preparing town ordinances, resolutions, contracts, and other legal documents involving the Town. 


The candidate reports to the Council Members and provides legal counsel to the Mayor, the Council, Department Heads, and staff. Candidate may provide coaching to improve staff performance and understanding/applying Town policies and procedures.  The candidate should be able to evaluate controversial situations and present options in a clear and concise fashion. 


It is essential the new Town Attorney holds a solid understanding of a broad array of legal matters related to labor and employee relations including employment contract agreements, grievances, land use and planning, water rights, public finance, personnel, public works, public contracts, and bidding, as well as the drafting of ordinances and resolutions. 

minimum desired qualifications

  • A law degree from an accredited School of Law required. 
  • Employment requires a position in the Virginia Bar and licensure in good standing as a condition of employment. 
  • Minimum experience of three years in a municipal law office or as contractual attorney to a municipality. 
  • Trial experience related to local government and experience in court procedures related to code enforcement and ordinance violations. 
  • Position requires a comprehensive understanding of the Code of Virginia and preemptive state and federal statutes. Knowledge of municipal code includes zoning, land use, code enforcement, and personnel law. 
  • Effective communication skills both orally and in writing. 
  • Ability to handle trial and appellate litigation and demonstrated skill in legal drafting. 
  • Ability to maintain confidentiality and emotional intelligence in dealing with sensitive issues. 
  • Must be well organized and detail oriented.
